Brief Description on Duties
- Deliver the full scope of the Integrated Drug (product) Management System (IDMS) project including:
- Manage Drug Product Submission Review
- Manage Drug Product Listing Agreements (PLAs)
- Manage Rebate Administration
- Managed Benefits Structure & e-Formulary
- Coordinate with the Business Lead to ensure scope and objectives are met under the established timelines
- Provide detailed status reporting to various governance tables including Manager, Senior Manager, Director and ADM/CIO levels
- Escalate issues and concerns to management as appropriate
- Coordinate TRA (Threat Risk Assessment) and PIA (Privacy Impact Assessment) activities
- Coordinate DFA (Digital First Assessment) activities throughout the project
- Meet all project gating requirements per the OPS Unified Project Methodology (UPM)
- Coordinate Architecture Governance Point (AGP) activities
- Work with other IT Project Partners as needed (i.e TRIP – Technology Roadmap and Investment Plan)
- Provide direction and swift decisions to a motivated team of IT professionals including Developers, System Testers, Architects and Solution Designers
- Track project budget
- Facilitate requirements gathering sessions with various business and IT resources
- Supervise the activities and dynamics of the IDMS project team to ensure effective working relationships and appropriate time utilization
- Ensure all project activities align with project priorities and identify overlaps and gaps
- Ensure all team members are aware of their roles and responsibilities and discharge them effectively
- Ensure high quality of all deliverables
- Identify risks and issues, ensuring proper assessment is conducted and appropriate mitigation strategies and activities are in place
- Coordinate with the IDMS Manager to ensure scope and objectives are met
- Develop an Integrated Project Plan with the IDMS Business Lead
- Work closely with the Development team to ensure that:
- Risks and issues are managed and mitigated, as much as possible, before requiring escalation
- Design documentation is consumable and ready for Test analysis
- Release/build scope is communicated to QA team
- Schedule build timing to QA
- Defect triage assessments
- Developers are available, as required, to work with system testers
- Work the Test Lead to ensure all test documentation is in place and has been reviewed.
- Work with Test Lead to ensure all defects are managed to resolution including communication to business and development teams in a clear and concise manner
- Lead daily project meetings
- The Project Manager must be able to problem solve effectively and bring solutions to the management team as issues arise
Project Management Skills
- Provides project management on large scale, complex, high profile and high-risk project for OPS I&IT initiatives.
- Ensures project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks.
- Significant experience in coordinating team members; clarifying roles and responsibilities and ensuring knowledge is shared amongst team members
- Experience developing and managing project schedules, deliverables, and scope
- Experience in proactively communicating project issues and risks for high-risk, high-profile and complex projects
- Demonstrated experience directing project QA teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
General Skills
- Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
- Experience developing and managing project schedules, deliverables, and scope
- Ability to promote I&IT project management best practices and adherence to standard methodologies
- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
- Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
- Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
- Develops complex project budgets based on multiple funding channels and cross ministry dependencies.
- Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
- Establishes and participates in steering committee and stakeholder forums
- Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
- Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
Desirable Skills:
- Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
- Ability to make recommendations on the acquisition of software, hardware, and technology resources
- Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
- Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
- Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas
Soft Skills:
- Superior verbal and written communication skills to effectively inform executive decision-making and to report status to corporate governance bodies including group facilitation skills, experience in preparing reports, proposals, briefing materials, presentations and other communications
- Strong consulting skills to engage with stakeholders
- Ability to prioritize workload, demonstrate critical thinking, identify problems, develop and implement solutions
- Strong customer service orientation to ensure needs of Clients are effectively met
- Demonstrated team player with excellent multi-tasking abilities and a proven track record for meeting strict deadlines
OPS & Healthcare Experience:
- Demonstrated experience in a health or clinical context
- Demonstrated experience supporting stakeholder engagement activities, particularly in a healthcare context
- Demonstrated experience with the privacy and security requirements of software development in a healthcare or clinical context.
