Term: Contract – 6 months with extension

Brief Description on Duties: 

  • Analyzes government information pertinent to business architecture, consults with appropriate government contacts on specific business architecture elements and conducts focus group workshops.
  • Develops and maintains business capabilities of the enterprise in line with the corporate strategy as well as contributing to the business strategy and plans.
  • Develops/revises business architecture artefacts as part of the Enterprise Information Architecture (EIA) Federated Framework and ensures that these are vertically integrated.
  • Models business at enterprise and/or core business levels.
  • This also includes:
  • Design of capability models and related architectural solutions of business tasks, mapping capability functionality to the internal and external resources,
  • Developing business transformation plans jointly with senior business management,
  • Handling business solutions to the delivery and operational business functions of the company
  • Developing and maintaining architectural governance and controls over implementation
  • For each step of the business transformation plan, business architects contribute in development of a blueprint of the enterprise in order to promote a common understanding of the organization and alignment of strategic objectives with tactical demands

General Skills:

  • Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines;
  • Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations;
  • Good understanding of diverse business environments, especially government environments, and a good understanding of the business drivers in these environments;
  • Proven ability to identify and analyze business requirements;
  • Knowledge and experience of information technology providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs;
  • Business and Information Management & IT strategic and operational planning and performance management practices, especially as they apply to the public sector environment;
  • Excellent communication, facilitation, negotiation, consensus building, and problem- solving skills;
  • Demonstrated commitment and proven ability with effective stakeholder management
  • Experience as a business architect, who has successfully modeled the business at the enterprise and/or core business levels for medium to large organizations
  • Experience in developing enterprise architecture deliverables/artefacts (e.g. models)
  • Knowledge of Zachman Framework including business / information / application / technology / security architectures

Desirable Skills:

  • Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Planning and implementation of information management strategy
  • Experience translating business requirements into technical and functional requirements
  • Proven experience and expertise with the development of Business Architecture for an acquired solution
  • Experience utilizing techniques and strategies to elicit, identify, validate, analyze, model and document Business Architecture
  • Experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines
  • Demonstrated experience participating in business systems requirements analysis and solution design activities

  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Business Architecture Skills: 70%

  • expert knowledge and advance professional skills in all aspects of business architecture (e.g. Business Architecture artefacts such as Scope/Contextual/Planner and Owner/Conceptual artefacts that occur in Rows 1 and 2 of the Zachman Enterprise Architecture Framework)
  • knowledge of strategic architecture planning and related applications, technology, tools, methodologies, monitoring and trends
  • expertise in defining business requirements and in developing detailed plans for large scale and complex technical architecture projects or components
  • expertise in ensuring integrity of business architecture models to ensure and monitor compliance with policies and standards
  • successfully lead and complete business architectures in complex, multi-project or multi-client organizations
  • knowledge of other architecture domains, architecture management, the software development lifecycle, software integration, management, evaluation, control mechanisms, database concepts and networking (e.g. Zackman Framework, The Open Group Architecture Framework (TOGAF) guidelines for enterprise architecture artefacts and processes)
  • knowledge of hardware environments, change management, business analysis, including business design and I&IT business management, capacity planning, quality assurance, risk management, disaster/recovery planning, business process modelling and process re-engineering

Communication and Interpersonal Skills: 20%

  • excellent presentation and communication skills to make persuasive presentations, and also to communicate technical information to a non-technical audiences
  • strong relationship management skills to work with I&IT management, clients, business partners, stakeholders, and project staff
  • consult and lead complex reviews to assess causes and recommend solutions for business architecture problems

 

Research and Analytical Skills: 5%

  • superior research, analytical, evaluation and practical problem-solving skills
  • experience monitoring progress, identifying problems and providing recommendations to I&IT management and clients decision makers

Public Sector Experience – 5%

  • Experience with OPS governance and enterprise architectural processes would be an asset.
  • Experience with Freedom of Information and Privacy Protection Act and GO–ITS standards would be an asset.
  • The project is currently in production – the Business Architect will speak to the business, understand the changes that are happening, update the business architecture in place, update existing artifact. Looking for someone that has completed a project full cycle from review to closing the work – worked in collaboration with business teams, solution teams.

 

Must Have’s

  • 10+ years expert knowledge and advance professional skills in all aspects of business architecture (e.g. Business Architecture artefacts such as Scope/Contextual/Planner and Owner/Conceptual artefacts that occur in Rows 1 and 2 of the Zachman Enterprise Architecture Framework)
  • 10+ years knowledge of other architecture domains, architecture management, the software development lifecycle, software integration, management, evaluation, control
  • Previous Public Sector experience – ideally with governance and enterprise architectural processes
